i asume its the red light bulb

its the Tv because we disconnected the digital cable box...and it was still the same...and it is a "tube" TV

Is this when connected to the DVD or component video player?
If so, then check the connections, make sure the components
are going to the right place and that they are tight.

If not, then how old is you TV, what kind. Perhaps there is a
failure of a color signal inside the display circuitry ... there is
not much you can do about that but have it repaired.

You could be right, that if yours is a projection TV there are
powerful bulbs inside that can burn out. If you are competant
to take the TV apart you can often see, and remove the bulb,
take it to a repair place and buy a new one, and replace it
yourself, but you can scew it up if you do not know what you
are doing.

If you do not know you can check sometimes by going into the
menu and bringing up a test pattern of checking the colors there.

It would also help if you were a bit more specific about what
you are seeing, or not seeing happen on your TV.

someone might have just messed with the balence in the menu I would start there before trying to change anything inside that actual tv

What type of TV (CRT, LCD, Plasma, rear projection)
What is the input? Component, composite, coax?
