Its very normal. My niece who is almost two does the same thing. She also places things in order or in a row. Its just a phase and they will grow out of it. If you see it happen at say the age of 3-4 and they are not speaking at all I would be considered its autism.

I am raising a granddaughter that has to have everything the same way all the time. Nothing can vary. My husband gives her and her brother a bath every night. I cannot bath her because that isn't normal. She has to lay in her bed the same way every night. Tonight she got a new bed and now she is screaming and can't sleep. She is 28 months old and we got her a Dora bed to go in her Dora room.
We are beginning to think that she is autistic. I have a nephew who is a teenager and this is the way he started out with the autistic signs. She also plays better by herself than with others.
Anyway, the bottom line is, you ar her mother and you know her better than anyone else. A mothers instinct is usually right so I would ask her Doctor about it and ask if there is some neurological testing or something that can be done to see if there is a problem or not. It may not be O.C.D. It may be nothing or it may be something. But if you think that there is a problem then you should find out the best route to find out what it is.
The granddaughter I am raising I have had since she came home from the NICU because she was born 2 months early. I know her and I knew there was something wrong with her for a long time but every one else said I was crazy.

Two of my 4 children are just like this!! They, even at very young ages, hated to see anything out of place. My oldest daughter, at a year old, had a bunch of goldfish crakers on her high chair tray. The next thing I know, I turned around and she has lined them all up in a straight line, all facing the same direction! Normal?? No, but not OCD. She's now 8 and is totally fine.
Some children just have a natural "bend" towards being organized. It can be a blessing when you want her room clean and a challenge when she won't come when called because she has to make sure everything is in order before she leaves the room!
I wouldn't be concerned at all unless you see her doing and re-doing and re-doing things over and over...more than just a few times. As with anything, just mention it to your doctor at her 2 yr check up if it's still a concern.

It sounds like this child is highly observant (sees things that are out of place) and particular about where things are. 21 month olds certainly can have preferences and express those preferences (through grunting and moaning). I wouldn't think anything of this behavior. She is communicating differences in her environment. The "getting mad" you mention may feel to her like her only way to tell you that something is out of place. With limited communication skills at this age, making noise, getting angry and grunting get her point across pretty well it sounds like.
This child sounds perfectly normal. Give her a kiss and then move a bunch of stuff in the house around for her find. It sounds like a fun game for me to try on my kid!

It could be a sign of autism, which has symtoms that are similar to OCD. It would have to paired with other syptoms such as delay in communication, and/or social skills. If her language is where it should be (A 21 month old should have about 20 understandable, not necessarily clear, words) then I wouldn't worry about it.

Well it's normal for her! # of my children were like that although you wouldn't know it now they can't keep there room clean, I hope you don't tell the mom you think her daughter has ocd, Mothers have enough to worry about, children like order, You should focus on her good points atleast she's not braking things

Actually, it's pretty normal, though a little young (about 2-3 they like things in their own specific places) They are beginning to see that certain objects belong together.

I think it's normal. They like predictability, which is why they can watch the same video a thousand times. Same with things being where they should be.

I am classic OCD, which I got from my mother who didnt even raise me, and my son at 16months old is freakishly clean! its a good thing but strange to other people
