My house faces the street but they stand on their front porch, which is conveniently located for them to look across my wooden 6ft fence into my side living room window......they have been reported to the Police more than once for many different things, but it still hasn't stopped them. I DO keep the blinds shut and the curtains pulled all the time,I put that in the first part of my details. I just want to be able to open my blinds and curtains to enjoy my own back and front yards without having to feel like I am in a prison with NO way to look out without being spied on all the time.

There are various ways to block their view and still look out. Film is one that quite a few have suggested.
1. Film (auto tint in plastic form that is applied to a wet window) This comes in various shades of gray and a golden shade.
a. If one side has a reflective surface (looks like foil or a mirror) you can see out and not have to use too dark of a shade of tint.
b. Problem may be if it is evening and you have your house lights on... many times they can then see through because the reflective outside surface has no light to bounce.
2. Build a lattic and stand it a few feet from your window (on the outside). This blocks the view and distracts the eye (they would then need a telescope to focus through the hole in the lattic to get a view into your home). You can make one of PVC lattice or build one of wood (diagonal or square style). The closer you put it to your window, the easier it is for you to see outside and harder for them to see inside.
3. Buy a tree and plant it outside your window. A vine will also work.
a. Planting closer to your window allows you to see out but harder for people to see through and into your home.
b. Evenings when it is dark outside.. this will again allow them to see in but the dark keeps you from seeing them watch.
4. Optical tricks fools the eye. White is harder to see through than Black. (ie if painting a lattic screen).
5. A curtain with solid & sheer fabric mix. Sew a white sheer curtain with vertical stripes that are solid but placed to allow you to see out (above & below) but blocks the angle of their view. Depending how close they are, will depend on the height of the stripe and the spacing.
One suggestion. Wait & watch for them to leave their house. Then go over to their place and try to get an idea of what they can see. It might give you ideas of just how much you need to block and if your screening works ??
I'm a bit bolder than most. I would probably go over and knock on the door. Take over a cake and openly look around, walking through their house staring at stuff & asking questions that are none of my business.. then I'd ask if I could stand where they do and tell them "I hope you don't mind but I was wondering just what it is that you find so interesting in my windows". Laugh openly and they won't know whether to get mad, kick you out or just stand there with their mouth open.
Good Luck. There is always more ways to skin a cat then you think. Don't get mad !!! Heck, make a game out of it or a battle of wits. If something crappy happens in your life, find some way to enjoy it. You just have to be determined and put your mind to it.

Use the film as the others have said. If you continue to call the police, your neighbors may try something more than looking in your windows. Better safe with film than sorry with clear windows.

Well, you really can't prevent them from looking...
That being said, you could consider a lathe (diamond pattern) addition to the fence. The pattern would block view but still seem less imposing than a solid 8 ft fence.
Possibly consider blinds that raise and lower from the top and the bottom, this would allow you to get light in and still block most of their line of sight.
Honestly tho, it really sounds like the houses are so close together. The problem may be inherent in the density of the area you are living in. Hope this helps.

Molded glass or a stained glass pattern will allow the light to come in and keep prying eyes out. I would also mention it to them. Perhaps there is a tv or something that causes them to look in the direction of your windows. During the daytime the lace curtains should work nicely, however I would shut the blinds at night.

If you are planning to start on your woodworking project, this isn't something you should use, it's something that you would be insane not to. Go here https://tr.im/ewd7t
Truth is, I've been a carpenter for almost 36 years, and I haven't found anything like this for less than 10's of thousands of dollars.

Oh my. Your neighbors do that? You should either tell them to respect your privacy, or board up your windows. That's all I can think of, besides moving.
