If I complete the Parent Taught Driver Education Program can I go take the Driver's Licenses test at DPS (in Texas) Office, before I turn 16? and if I pass it, then just go take my pic, and actually get my Licenses the day of my 16th birthday? or do I have to wait to take the test after I turn 16?

I don't know about Texas; but in Montana, IF you are 14.5, have completed drivers education and live more than 10 miles from the school, you can get a provisional license allowing you to drive to school only.

unless there are extreme situations you have to wait until you are 16. you should be able to take the test and your pic in the same day and drive yourself home.
