I am trying to learn about TV's and I came across a preference between TV's that run at different hertz. First, what exactly are hertz and how are they important on a TV? what are common measurements of hertz,what is better, 60hertz or 24 hertz? and finally how do I know how many hertz a tv has?

1 Hz = 1/second and measures frequency (for example: cycles per second)
In video world it is more common to talk about frames per second (fps)

Film = 24 fps
NTSC signal (interlaced) = 30 fps
NTSC progressive = 60 fps
PAL = 50 fps

Hertz is a measurement of an electrical signal, and basically means time per second. For example, your AC wall plugs are 120 volts, at 60 Hz, so that means the signal changes 60 times per second. What you probably read was in reference to 60 Hz and 50 Hz televisions. This is in reference to the AC signal the TV uses, and differs between North America and European countries.
