Also, if it's on your hands, it is absolutely okay to wear gloves next time you cook w/ jalapenos!
Idplantem is sort of right--milk is good, but horchata, while delicious, is made from rice and almonds, not milk.

If you must, drink milk or eat some bread.
But, I gotta tell you, if a jalapeno kicks your butt, stay away from the really hot ones.

Always remember to wash your hands BEFORE and after using the restroom when handling peppers ;-) I've seen folks that forgot the before part.

Apply fresh lemon juice with table salt. If the burn is on your eyes because you touch them after handling hot peppers rub your eyes with somebody's hair or your own hair (if reachable long-hair) Unbelievable but the burning goes away instantly.

if its in your eye then flush with water for 5 minutes...
on your hands rinse with milk then wash well with soap
for your tongue, milk, cheese, dark beer sometimes something vinegary works. DO NOT DRINK WATER.. it usually makes it worse.
