Yes, a warrant can be issued without your friend or relatives being spoken to if there is enough evidence for a warrant to be issued by a judge and that information can come from outside witnesses. Just remember, if a felony warrant has been issued for your friend, it's a warrant to arrest. If he is stopped by the police he or she will be taken into custody and brought before the issuing jurisdiction. Just one other thing, if it's a felony warrant the long arm of the law extends beyond the county or state you live in, which means if the warrant is issued out of New York and the Chicago Police stop him, he will be getting a ride back to New York at tax payers expense.
Have your friend end what you or he/she believes is out there, go talk with the police it they believe they did nothing.

First, to answer your question: If the relatives' statements have no bearing on the accused case, the felony warrant can be issued to the offender without questioning the relatives. If the police haven't come looking for him or to question him, there are two possibilities: (1) They haven't worked the case deeply enough to question him. (2) He isn't a suspect. If he's worried, have him make an appointment with a detective to talk about what he knows. His conscious will then be cleared. If the talk indites him, the police COULD GO easier on his sentence depending on how long it took him to turn himself in. If cleared, what a relief he'll have.

what relatives have to say has no bearing on any type of warrant being issued. the police will bring whatever info/evidence they have to the judge and the judge decides whether to sign off on the warrant or not.

Depends on how big the felony warrant is and what it is for. And how bored the cops are. So we need more information.

Thenhis best bet would be to contact the PD in the county he lives in and tell them he has been told he has a Felony Warant against him. They will let him know. If he does then he needs to go talk to them on his own accord, and find out what it is about. he may want to have an attorney with him if they tell him he does have such a charge against him. It is best to go talk to them before they come to get you.

Yes. The Police can do what they want to do whenever they want to do it. We have no rights in this Country. Believe this. in a Court of Law you are guilty until proven Innocent.
