The most complicated situations in our lives are the hardest to talk about. Often the people least likely to speak are the ones with the most to say. It means, essentially, that quiet people are intelligent, deep thinkers.
It's a nice thing to say about someone who is uncommunicative, but I don't think it is always necessarily true. Sometimes a quiet person simply has very little going on in his or her head.
However, people who use their two ears and one mouth to listen twice as much as they speak have a good chance of saying something intelligent than the ones who speak twice as much as they listen!

Peace and serenity gives one pause to meditate on a wider, more in depth view of one's perceptions.
That's one way to read it, I guess.
Also I've heard it used referring to quiet, reserved characters suggesting a deeper understanding or maybe more complex view than average.
