It is a tradition in the Navy for the sailors to get tattoos. If you are worrying if the Navy will punish her for this, I can't imagine that they would.
I was in the Air Force and there were many regulations and restrictions on what we could do, but there were no regulations against getting tattoos.
One of the things that is done in boot camp is to educate the recruit on all of the regulations they have to obey. I understand your concern but your daughter is an adult now and it is she who is responsible for her decisions.
I say that while at the same time knowing how hard it is to have a daughter who may (will) make mistakes in what they decide.
I have a no children but I have a niece that is a young adult that I love as if she were my own daughter. It is so hard to love her with all my heart and at the same time have no control over her decision making.
I pray for her frequently and hope that God leads her to what is best for her and protect her from all harm. Your prayers have much influence regarding your daughter. God bless and protect both your daughter and you.

She can get one but there are limitations.
She should get the tattoo reviewed by a Recruiter or a Superior before getting it done.
Eligibility for enlistment with tattoos will depend on the size, specific location and content (meaning) if the art will be visible in uniform.
As long as they are NOT obscene, racist or anyway offensive, on the neck, scalp or face they most likely will not be a problem. It will also depend on the size of the tattoos if they are below the elbow, on the forearms, and they will be visible. (If you have full sleeves, you may have difficulties, etc.)
If she gets a physical exam.....
Her tattoos will be reviewed and documented during her physical exam. If they are visible in uniform, it will be judged on a case-by-case basis when it is presented.

My son has several tattoos - he had all his artwork done while in active duty. When he was on leave from Iraq , he was going to get another but decided to wait as the healing time is approximately 4-5 weeks and he didn't want sand , heat or lack of sanitary conditions to aggravate it and maybe cause infection or scarring. From what my son said tattoos are permitted as long as your uniform covers them.
So in a way discretion is the better part of valor.
I never got a tattoo - but then I can't stand needles. Ironic when you think of all the shots I had to get to serve.

As other people have said she should have routed a request chit with the drawing and location but it's not normally enforced. The only requirements is that no racial, sexual or illegal material. It cannot be visable while in uniform and the newest of the regs is that it cannot be any bigger than your hand.

It's OK. Now days the regulations are pretty strict. Her tattoo should not show when she is in uniform. It can't be obscene or gang related.
She knows the regulations. She'll make a good choice.

I don't think anyone will care. She probably has friends who she works with that has some too. I bet she did it on Christmas break so it will be mostly healed by the time she returns after leave.

As long as their uniform covers the tatoo, it is okay.
