Cage : Is your new keet going to be in its cage more than its out of its cage? If yes then get it the biggest cage you can afford so that it can have plenty of room to act like a idiot flying from side to side hanging upside down flapping his wing, Even if you are going to let it out alot it still should have a big enough cage so it can flap its wings for excersise,
Perches : most cages come with perches althou its always best to chuck em and get branches from tree's. you'd have to look up a list on the internet of safe wood as some branches can be poisonous where as you can get safe branches from fruit trees, also you can get stone or mineral perches, its always advisable to get a stone perch to keep toe nails short,
Food : speak to person you get it from and see what seed/pellets they have been feeding and continue on from that, also you'd need to supply fresh fruit and veg everyday along with its normal seed/pellets and clean water,
Toys : depending on size of cage try to get a few different ones and put them in atleast 3 maybe 4 dont over crowd the cage, bare in mind birds can tire easily of a toy so its always best to have one or two put to one side so that you can also rotate the toys in cage around,
Please remember any bird needs alot of out of cage time where it can fly and play, if your out alot its best not to get one as it may get bored/depressed being stuck on its own alot,

www.petsmart.com go to the pet care section and then find the care guide on parakeets. there is a supply list on the care guide. Here's the basics
3 different perches. different sizes to exercise the feet and different textures to sooth them. do not use sandpaper covers. they slip and when the bird grips, it can be painful or damaginf to the feet.
As many toys as you can. have at least two in the cage. rotate every couple of days to keep the bird entertained with "new" toys and activities. keeps the bird happy and promotes god mental health.
A good fortified seed mix and pellets. Mix these together. a balanced diet will keep them healthy.
a sperate food dish for fruits and veggies. offer a tablespoon of veggies daily, remove after four hours.
Millet and a holder. do not get the cone shaped holders. if the bird can fit his head in, sure thing you will have been blessed with the "special" bird that gets stuck. it happened to me.
powdered vitamin supplement. sprinkle on food, not water. it will promote bacteria growth in the water
cuttle bone/mineral bone. keeps the beak trim and offers calcium.
if the bird will be on the floor, pine pellets. clean daily.
if there is a grate, use papertowels and clean daily.
parakeets do not need gravel paper or grit. they are hook bills and will break open the seeds as they eat them.
CAGE: big enough for the bird to move freely, fly a little, and stretch out the wings without hitting any of the above crap I told you to put in the cage :)
good luck, and in my opinion, have the wings clipped. A flighted bird is in danger of comming in contact with many things in your home you are not able to control, open windows, doors, toilet seats, and ceiling fans you forgot to turn off. a clipped parakeet can be tamed in no time if you work a little each day.

But here's a short list to get started:
*The cage must be at least 18" x 18" x 18"
*The bird will need to be on a pelleted diet, such as Roudybush along with fresh fruits and veggies and seed.
*You will need to get your bird checked at the vet. You can find one at http://aav.org/vet-lookup
*They need a variety of perches. Natural wood and rope perches are especially good.
*They need a variety of toys to keep them amused. Most budgies seem to enjoy shredding toys and bells.
*They need something to chew on to keep their beak trimmed. Sometimes the perches will work, sometimes you need a cuttlebone.
But make sure you do plenty of research before rushing out and getting a bird. have fun!
