I'm designing a bench out of wood that would be outside all year round and exposed to all the elements. I want it to be colorful but I don't want to have to refinish it every 1 or 2 years...would encaustic paint be a good idea?

"encaustic" describes artwork made with wax...i wouldn't just wax something to protect it from the elements...a wood bench needs to be stained with wood stain, and varnished with a good exterior varnish or a good spar varnish...do not use polyurethane, do not use lacquer, those products do not weather well...if you use a proper product it should last 5-8 years before you need to do any re-finishing...on my outside wood work i simply stain them with exterior stain "Penofen" is the brand i think...two coats and your good to go for maybe 8-10 years.

Encaustic is somewhat delicate.

For outdoor use, I suggest light-fast acrylic overcoated with spar marine-grade acrylic topcoat.
