Usually making someone laugh breaks the ice. Try doing something different with him, hanging out somewhere really fun and almost childish to bring out his real personality. Make him laugh, he'll be less nervous if you have more in common and just simply if you have fun. Try something new with him: a new activity, new restaurant, etc. Just do something together that is out of the ordinary and you'll have a great time and probably break the ice between you two a bit more.

Some guys have the tendency to put their dates on a pedestal; he likes her so much that he is so consumed with how he acts so he doesn't blow it with her.
I don't know what you've done together as dates, but have you tried something more on his turf? Play a video game with him, or whatever he thinks is fun. Stuff like this can get a guy distracted from being nervous and enjoy what he is doing.
Dates like eating together and movies can be nerve wracking; these are activities where a couple is expected to be 'romantic' with each other, and that can be terrifying when you really like someone.
If all else fails, getting a few drinks together really does work. It depends on how old you two are for this one.

I have an idea, don't know if it will work. Let us know.
Be alone with him in a room. Stand up and have him close his eyes and not open them. pick up his hand gently and begin to guide your index finger all around the lines in his palm. Don't say a word during this process. After a few minutes, let his hand go and stand directly in front of him with your faces really close. Then have him open his eyes.
When he opens his eyes, it may / or may not startle him, but the idea was for him to build a confidence and new level of trust with you. If you are able to do this, compliment him and try to get him to talk then.

He is just worried about if you rally like him or not. a big sign that he is unsure of himself. If you want to know what he is really like get a few drinks in him. If you get him comfortable around you then he will be ok.
