I want to give hope back to students who see an end to their higher education journey. A second chance seems to be a good idea for students who will drop out with their backs to the wall.

If the scholarship were set up for students to get a second chance after being out of school for a while then it may be a nice idea. I wouldn't do it for students that are currently failing for three reasons (1) They are not in financial need if they are currently able to pay for college, unless of course they will lose their parents funding, scholarship funding, or financial aid. All of those things being consequences of failing and being necessary if they are to learn from their mistakes the first time through. (2) The school may kick out a failing student, therefor your effort would be in vain which goes along with point (3) How are you going to be able to differentiate the students that really will do better the second time around. How do you insure that the students that are most likely to benefit from your generosity are the students that receive it?

The question is why no longer? based on your question, it style of feels which you have the needed skill to realize this. in case you sense inspired to help ethnic minorities, then choose for it. college training is turning out to be somewhat costly recently and extra and extra pupils choose for financial help just to get larger training. beginning a clean scholarship fund could actually be good.

but you need to find out why these students failed/dropped out first.

Maybe if they have a special talent that can be enhanced if they went to school for free. For example, an artist may not do well in school, yet is a genius

if they're lazy no!!!! you should really check why they failed...if it was because of work then yesss!!!!!!!!!!
