He's definitely shy and doesn't know how to say it or do it.
I suggest that if you want to have a relationship with this guy that you wind up doing most of the talking though. Unless he opens up and starts talking then good for the both of you.
You shoudl make the next move and say something at this point.

Tell his sister to have him ask you out on his own. It seems weird to have someone else do the work of asking you out then all of a sudden being really close to someone who couldn't have the guts to talk to you in the beginning.

MAYBE HE DID maybe he didn't ask him or he's really shy. Look at his sisters face if it's serious then he did ask you out if it's about to burst out laughing then no.
