It's a bit embarrasing when I'm travelling and I go to a club/bar and ask for e.g. margarita and they say that they don't make cocktails. This happened a lot in London.

Liquor permits - each facility is limited to what the county will approve it serving.

Some bars have a beer and wine liquor license. Others have the full works. The price difference in the license is quite substantial. $450 vs $1500 for the all out variety. Depending on the establishment the owner might not want the added hassle of dealing with spirits and the many, many varieties. For the most part the name of the establishment would tip you off on the product. For example some taverns or pubs, do not serve hard alcohol. But that is a myth in the US where they try to use these names because they are popular in Europe.

To add more confusion-------- this varies from state to state, county to county, city to city, private to public. in the USA. Some States actually own the liquor stores and the person operating the store is a state employee, in other states they are free enterprise, Grocery stores sell beer along with soft drinks, some beer and wine, others no alcohol at all. This can also be controlled by the county, Some dry counties have private clubs, these clubs may sell only beer, others have a full bar, some must also sell food, prepared. Some Resturaints may have a lisc. to operate a full bar but for members only and they must have a separate entrance. Nuts isn't it?

I'm not sure about London or even states other than California, but I know there are some places here that have licenses for beer and wine but can get away with certain types of liquor and not have a full bar. I don't know of too many places like that though. I guess if you went to a place like that again, you could ask if they serve beer and just have a cold one instead.

I don't know about London, but in the USA, a club needs a license to serve alcohol---and only so many are given out per area. Maybe that's why.
Ask upfront whether they serve it....or check a phone directory/ad before you go there.
