I sympathize with you, puppies are always moving! Try it when the puppy is lying down but not quite sleeping or just when she wakes up. Off camera, hold a ball or dog treat up high so that the puppy is staring at it, this will also give her a cute expression. Then take a picture of her quickly! This means you have to one-hand the camera, keep practicing, take lots of pictures with your digital camera and you will get one. Take lots of pictures, because puppies are very cute and they grow up so fast!

1. Remove film from box and load camera.
2. Remove film box from puppy's mouth and throw in trash.
3. Remove puppy from trash and brush coffee grounds from muzzle.
4. Choose a suitable background for photo.
5. Mount camera on tripod and focus.
6. Find puppy and take dirty sock from mouth.
7. Place puppy in pre-focused spot and return to camera.
8. Forget about spot and crawl after puppy on knees.
9. Focus with one hand and fend off puppy with other hand.
10. Get tissue and clean nose print from lens.
11. Put cat outside and put peroxide on the scratch on puppy's nose.
13. Put magazines back on coffee table.
14. Try to get puppy's attention by squeaking toy over your head.
15. Replace your glasses and check camera for damage.
16. Jump up in time to grab puppy by scruff of neck and say, "No, outside! No, outside!"
17. Clean up mess.
18. Sit back in chair with lemonade and resolve to teach puppy "sit" and "stay" the first thing in the morning.

Haha! You may also want to add a puppy to that list. Might help.
Seriously though, when taking pictures of animals to make them look cute, depth of field is the key! Wait until they lie down, head between front legs, and focus on their eyes - blurring the background.

with people in it to put peanut butter on the persons' cheek and the pup will lick it off but don't put too much on there just enough that it won't show and it looks like the pup is kissing the person
for just the pup take a treat and make sure it sees it and put next to the camera so it faces and looks twoards the camera and quickly take the shot

Wow. That's a hard one.
How about holding a piece of food just out of camera range?
Maybe hold him in place (cover the hands that hold the puppy in place with some cloth that blends into the scenery?)

teach him to sit first.
hold a toy or piece of food above his head, keep the camera angled a bit so that the flash from the camera doesnt turn his/her eyes in to huge evil looking balls of red or white light when the picture comes out.
oh and dont forget to bring patience,lots and lots of patience.......and prepare to delete delete delete.you may also have to eadit/doctor some of your photos up after you get them loaded onto your comp.
and give him the treat/toy after each shot.
im sure there is an art to this,but this is the best i can offer.

mine is 19 months & still will not sit still. try giving the puppy a chew toy or bone. you can also have somone pet & calm the dog right b/f you take it. it usally takes me a few tries to get a good one. i get an dis.camera and use the whole roll on her, then pick throw & find the best ones :)

id try a digital camera just in case of mistakes. so u could just delete it. or u could just take action pictures, especially for longlasting memories. or sit them down to take a nice picture, or play with them and take a picture of that. just having a picture of your puppy having fun and playing. is the best picture an owner could ever have.
