It means their dogs (adults) have been screened for Protein losing enteropathy (PLE) and nephropathy (PLN) and their hips have been x-rayed and rated by the Orthopedic Founation for Animals (OFA).

Miriam is correct. Find out exactly WHAT the OFA ratings are also!!! I am not a big fan of the "fair" rating. And check the "facts" on PLN/PLE. I am not sure if the test excludes an animal or there are carriers. In my breed, many people advertise
"CN tested" dogs. Well some of them tested negative, but are carriers. To me that is a whole other thing. Just be informed, because what you want to do with your dog later might be effected.

Every breed can have it's own set of problems that should be screened for.
Besides OFA, PennHip, CERF, etc,etc there is also VetGen which does genetic testing for many breeds.
