Hi hon! Here are a few of my thoughts:
(1) How long have you two been dating? Some people (guys and girls alike!) don't feel comfortable saying "I love you" to someone until they've been dating them for a while. If you're still in the early stages of your relationship (a couple of months or so), I wouldn't be TOO worried just yet!
(2) While having someone tell you they love you is always a good thing, I think that actions speak louder than words. If your bf is kind, caring, and respectful of you, that's a positive thing in itself.
(3) Another positive thing about your boyfriend is that he obviously doesn't feel that these three words should be tossed around lightly...so if/when he does say it, I would guess that he'd really mean it! :)
My gut feeling is that your guy will tell you he loves you when he's ready to say it...I really believe that!
Best of luck to you! :)

For all guys it is hard to make the commitment to backing up those words and it's hard because maybe he's been thorough a relationship where those words ruined everything. Those words are something that could be easily misconstrued and it could ruin things and he just doesn't want a good thing to go to waste from saying those little words.

Well saying "I love you" could be a really big thing to say in his perspective. In yours it might be just of a more casual thing to say. Maybe he is saving the words "I love you" for a very special time, so that the meaning is meaningful and true.

He will say it once he doesn't feel pressured into it or when he actually feels that way. Girls throw the words around as if they are saying hello. Back off a little, if he feels the way you do he will say it when he is ready.

He may feel the love but it's hard for guys to express their feelings. Don't take it to much at heart. Us girls always want to hear those 3 words but if you know your man is feeling it that's all that really matters.

Well saying that he loves you probably isn't the problem because if he can show his love than him saying that he loves you shouldn't be an issue but is you want him to say it to be sure than maybe you should ask him to be shore.

Because "I love you" entails a lot of other things like:
a) Lets get married
b) Lets move in together
c) lets have kids
d) lets share bank accounts
It means a lot of responsibility.
Some guys dont want all that.

" i can say it and mean it ,i love ice cream,i love steak,i love cheese,American and blue, and i love you too. "
I'm not sure I would like being lumped in with steak and cheese. I think you're better off with someone who thinks the words refer to something more meaningful than icecream (like your boyfriend).
