together then. But shouldn't we do something fun/special? I hate to be a nudge and bug him. Maybe he doesn't really want to spend New Year's together?

It means that he is either not sure he wants to spend new years with you so at the last minute he can do something else OR it means he has no creativity or initiative and is not taking it upon himself to make plans.

Personally, if he does not firm things up with you by Friday, I would make my own plans or pretend you have plans and not spend the evening with him. You don't have to be mean about it ... just show him that you have a life. :-)

Leaving you hanging is very disrespectful. He actually may not know better, but if this is the case, then it is time he learn.

You say he says he wants to spend time together on New Year's Eve.
Maybe he wants to surprise you with something special.
Maybe he's not a big party with a bunch of drunken strangers type of guy and he's afraid that's what you want to do.
Maybe his cash flow is a little tight right now and he's embarrassed to tell you.
Who knows? Only he...and you, if you ask him.
Reconfirm what he initially said (about being together then), then ask him what he would like to do. That doesn't mean that you have to be nudging or bugging.
By the way, does he know that you want to spend New Year's Eve with him?
Good luck and have a Happy New Year!

Wow! Are we in the same relationship? Ask your guy what he is doing. Depending on how new your relationship is he may be afraid that its too early to spend the night together. If he doesn't have plans ask him to do something with you. If he does have plans, but your not invited go out with your girlfriends! Don't put too much emphasis on the holiday. If he's there for you on other days, I'm sure things will be fine. If it makes you feel better my boyfriend is going to NY with his buddies and I wasn't invited.
