i am a soldier pcs'ing to germany, my family is scheduled to come about 3 weeks after i fly, can i bring one kid with me when i fly and my wife bring the other when she flys?also can she stop me from taking him?

I don't think you should have any problems. Just make sure you have your housing in order and also have a back-up plan if your house is not ready. Have the # to the base lodge just in case. Also make sure you have made arrangements for your child while you are in work. If he is school age, make sure you also have #'s to child care centers in case there is a delay with his school enrollment. Just make sure you have plans in order for the both of you and you should be fine.

You might need a notarized letter from your wife stating that it is alright. I know that if you go into Canada with a child alone the permission of the other parent is needed.
You could call the Department of State to find out for sure though.

Well when your family is scheduled to go is what the military will pay for. If you, on your own, bring people or extra people....you pay for it. Why not let her bring both kids so you can have housing etc avaliable. You will have to stay in temp. housing until they have a house for you.
