Blue prints? they are really simple. 2-3 vertical members with a cross member at the top and bottom, cut legs in it if you want, stain and assemble.

Go look at some online, find out what you want. Then trace those pieces on a paper. This is your template. Apply those to the wood. Get a dremel or jig saw, cut out the pieces. sand them nice, stain them sand them again and stain again. Get some finish nails and wood glue and assemble.

Pretty simple. For wall mount rack just attach pegs to a length of wood like this:

=============
|| || || || ||

For a free-standing rack something in the shape of a sandwich board:

/ \ / \
/ \ / \

Edit: Ok, these illustrations didn't turn out well because the blank spaces were trimmed by Yahoo. But you get the idea I think?

most old-school practitioners would say if you displayed your belts on a rack somewhere obvious & open (say, your living room), then yes, but if the belt rack is for private function to keep your belts in order, then no.

I kept mine rolled up in my top draw, back in my teens. why would you want a rack to hang your belts on?
