Just kidding.. the answer could be... Fire.
fire needs air, heat and fuel.. take away any of those, it will not burn. Water cools the heat down, thus killing the fire...It also will smother the fire, taking away the air...
From reading all the rest of the response, it sounds like a firing squad..fire, fire , fire..

I never heard of this before but i think it is fire because when the wind or air blows on it it makes it more stronger but when u put water the fire dies.
