and how do they test? like a two year old cant read. so how do they know if the kid is smart?

This is just an educated guess, but IQs would be different at different ages because as you get older you learn more and would be able to test more extensively because of this. . .IQs could also go down as you get older if you are effected by a disease of the brain like Alzhiemers, etc.

You can't really know your true IQ unless you are over the age of 16. However, there are different tests with different difficulty levels for different age groups.
