i believe you are referring to mercenaries...and hiring them has never proved successful even going back to roman times.
to answer in another way lots of people join the military to get a green card (which also dates back to roman era)

No. Our military would not benefit from the addition of foreign nationals. The war in Iraq is already being fought by people of many countries. That's what Multinational Task Force means.

we do that allot actually. Most of the time it does not work out due to corruption, politics and loyalties.
We gave money , guns and supplies to the many warlords in Afghanistan to secure help in capturing Bin Laden yet those very people helped him to escape.
Vietnam was the same thing because we often had people that would work both sides. Our best bet is to stay out of other peoples business and should we find ourselves in a situation that needs our resolve and might, bringing down the full and total force of the American Military would be the best bet. Instead we trickle in money and forces due to our unpopular stances.

Within the ranks of US military we have many peoples of differing nationalitys who are not citizens.
Besides the Mercenary forces, we like to minimize their real roles by calling them security force,truck drivers, food specailist and construction specialist but their primary aim is to help the US occupy a foreing nation.
I do not know about today but an Israeli citizen within the US, even if just Jewish, could get a leave of absence and return to Israel to serve their military duties, especailly in times of crisis, then return back to regular military without losing time or grade, up until the late seventys.
In the 60's I served with men from such diverse nations as ex French Foreing Legion, Belgian Legion, Canadians, Australians,Korean and South African Special Forces and Phillipinos all having joined the US military.
The Phillipines was a case in point whereby they never surrendered their origianl citizenship but were able much like Cubans, Virgin Islands,and other US territorys of today to live in and be US citizens.
Todays all volunteer forces are made up at last estimate, since 2005 figures are deemed Secret. over 40,000 non nationals.
The role of our military has changed since after the Viet Nam conflict whereby the Nations Ideals were mentioned in Soldiers creed and have now been recinded to Army Creed<> second line Warrior Mentality, and the Marines mentions nothing of natons ideals and concentrates on the gun as his creed.
The US is wining the occupation of Iraq and in fact we could end the strife today if we wanted but it wold probably kill over 60% of the Iraquis to do so and even then there would in all probability be occasional distrubances.
Iraq is going to be won no matter the cost to Iraquis and even to our cost in ded and wounded.
It is our national policy to insert US influence so as to never be threatened in future by any economic, social structrure or military threats.
the miltiary has succeeded in emplacing permanent bases in Iraq, 4 completed complete with golf courses and fast food with rec centrs and yes PC availability with air conditioned barracks.
YES but, the major reason for need of foreign troops is that when they die or get wounded who in states gives a damn.

"The Dutch mercenaries, those guys try to act all tough. But as soon as they get shot at they get all freaked out and run for safety. But the South Africans...now those are some killers. Because, you know, they've actually had to in the past."
