Not really. A government that bans religion is just as bad as one that is based on it. Ours works fairly well in that religion is somewhat successfully sequestered from the daily workings of the government. The only examples I can think of are USSR, Cuba and China. One failed miserably, one is stagnant, and the other is becoming more open in all ways.

I doubt that would ever work, unless you first allowed religions, then became a dictator, shut the people in, and banned them from religious practice.
A country that doesn't do that would never really succeed. There aren't enough Atheists and non-believers out there to have a successful country.
A chain of small islands might work though.
