Find out what he really likes or enjoys to do. Does he like music? then find out his favorite band and take him to a concert. Food? Find out his favorite foods and prepare him a dinner the day he comes home. The dinner doesn't have to be all blown out romantic-like especially if you're not ready yet(and not being ready, or being uncomfortable is not bad, trust me, especially since you've only been dating for about 2 weeks), but just by finding out what he likes and preparing dinner is very special and thoughtful. When it comes closer to him coming home, take him to see a movie that he's been waiting to see. Just come up with something witty, something nice. Find out what he likes and run with it. It can depend on what he likes. May be take him to a nice sports even like a hockey/football game if he's a sports fan, a play if he is into arts and literature I wouldnt stress, if you guys like each other this much seeing you must be good enough for him and sex would be a nice treat since he was on shore for the past 2 months!
You can always got with the classic make him a nice meal coz you know what they say, the best way to a mans heart is through his belly! lol

What does he like? Sports - cars - (I know, you've put the sex thing on the back burner) Work from what he likes
A party where you invite and bring together a lot of his friends.
A trip - to a big bowl game, special city
Meet him at the dock with a limousine and a bottle of champagne
Meet him at the dock with a brass band
Take advantage of the sales and buy him a high definition tv. (Nothing says love like HDTV)
Get your friends together and make 1,000 paper cranes - fill his apartment and tell him that each one represents a time you were thinking about him while he was away.

Being off share for two months, I bet he would love a home-cooked meal and some down time snuggling on the couch. Some good conversation would help too.
Find out what he misses the most about the mainland, then try to make it happen for him when he gets back.

Maybe you could send him a care package. You would have to check with his employer to see if this is possible. If so, send him some bronies, cookies, etc. Enclose a note that reads, "Miss you so very much. Love you with all my heart." Another thing you could do is to maybe send him a telegram by going to western union and doing it. I would have to know what the situation is to really tell you what you could do.

You could cook dinner for him...but make it cool, like chocolate fondue! That's the best. ;) It might sound childish, but you can make it a movie night...with popcorn and a bunch of old movies that you'll both enjoy.
