In a nut shell, they aren't responsible for your door as long as:
1. they have a warrant (or probable cause in other situations),
2. it's the right door. If they had reason to believe that the women were or would be there then it's the right door.
If you want to recover costs for repairing the door you can't start off with a lawsuit. You have to start by going to the city hall and filing a claim. Then, if the claim is denied, then you can file a suit, but only if the city doesn't have another step in the process first.

Most cities have a policy of restoring the door, if it is the wrong door.
However it looks as though they had reason to believe that your wife & sister would be there.
You can always sue them in small claims court for damages.

If the police had a search warrant or an arrest warrant with your address on it, then they don't have to pay for it. If they did not have any warrants of any type, then you should file a report with the department IA and demand payment for your door.

If that was the last address left by the Defendant it is considered to be reasonable to assume that she may be there.
Was it a "no knock" warrant, or did you just ignore the Police?

Did you try getting reimbursed by the City? Generally, officers aren't carrying a checkbook with them. Just send a bill to the the proper authorities.

you probably should have answered the door faster and with a no knock warrant they did not have to "knock and announce" which means they are not liable for the door
