As someone who is in Penn Station every single day I can safely say that there is absolutely nothing to do there- of interest. There are number of chains, though. There's a Starbucks, MacDonald's, Dunkin Donuts and various other places that sell fattening foods to the masses. There's also a restaurant downstairs by LIRR and the 1, 2 and 3 subway lines whose name escapes me at the moment- but I've heard it's pretty good.
There are a couple of Hudson Newses, which is a bookstore chain. If you want to have fun, hover by the tabloids and make the guy watching over them nervous. There's also a Duane Reade, a Staples, a Perfumemania and a place that sells multitudes of hideous socks.
Right outside of Penn Station there is a Borders, H&M, Macy's, Old Navy, Sephora, etc. There's also a restaurant called the Stage Door Deli that makes awesome turkey wraps.

Why on Earth would you want to hang out in Penn Station? There are a few places to eat, a couple of bars and a lot of little food stands, a few shops and normally large crowds of people pushing their way through to get to their trains or subways. I'd recommend leaving Penn Station and seeing the city though.

Things to do at Penn Station? Nothing. Lots of crappy places to eat. There are a few magazines and book stores and some other shops. If you have a long layover, you could go to Macy's across the street...But in general, its best to leave Penn Station as soon as you arrive!
