I am looking for software to make personalised wrappers for lollipops?

You have to build a template in photoshop or illustrator, or maybe even word if the design is simple.
Then after youhave the template you just open it up, change the name, save as the new name, and you are done.

Designing the wrapper will decide which program is best to use.

not something easily available, you would have to have it custom programmed to your specifications.
