Sounds like you are in a very similar situation to us! Also, due to your neighbor's threats, document everything with dates/times (tell them you'd like to work it out for the best of everyone & in a neighborly way, but let them know you are documenting everything and that you will be providing the documentation to the Sheriff). I've often thought of recording my neighbor's dog and playing it back for them to have to listen to at some point in time that it would be irritating to them ;-) but I'm trying to take the high road.
Why do your neighbor's crate it outside (asking them might make them actually think about it)? Can't they crate it inside so you don't hear it? Is it crated in an abusive manner (report to SPCA)? 8 hours is a long time to keep it outdoors in a crate ... what's the weather/temps like? does it have plenty of food/water? It can take 6 months for a dog to adjust to a new situation, but it also needs to be cared for properly and given the proper amount of attn during it's adjustment time ... is the owner aware of this?
We also have a neighbor with a dog that barks for hours on end, all day, every day. I used to think it was when they weren't home, but found that's not true. How it doesn't bother them, I don't know. I go out and sternly tell the dog "no barking ... quiet" and it will stop for a while, but why do I have to do this, it's the owners responsibility. I kept thinking that once the dog adjusted to the home, it would quiet down ... wrong, it's been going on for a year or two now. I love animals and have 3 dogs, 3 cats, 2 birds, but mine are quiet ... I don't think it's right or fair for any neighbor to force another to listen to it's dog bark unnecessarily and excessively.
We tend to llike to stay anonymous in case the neighbor gets angry and retaliates in some way (he's already proven to be inconsiderate, so who knows what he's capable of), but we've finally had it, my husband went over to talk to the neighbor about their barking dog. They weren't home, so he left a note on the door. The barking bothers other neighbors too, but they are all afraid to say anything. I've now drafted a letter that I plan to mail soon, I was just hoping they'd show a little consideration and do something after getting the note. If this letter doesn't work, I will be filing a complaint with the Sheriff's Animal Services dept.
Here's a copy of my letter to the neighbor w/ the barking dog, please feel free to copy/paste and personalize it for your own use:
Dear Neighbor,
Are you aware that your dog barks every day for hours at a time? As well as barking for long periods of time throughout the day (every day), in the evening it will usually bark steadily and non-stop for 2 to 3 hours. It would be great and considerate if you could do something to stop its annoying and excessive barking, which can be heard by neighbors blocks away from you. We have been patient hoping that it would get better, but it hasn’t. Its constant barking has been going on for a year, or more, and has only seemed to become worse.
A note was left on your door last weekend regarding this problem, but we are still hearing the barking. We are hoping that by bringing this to your attention by way of a more formal letter, you will realize the seriousness of the situation and deal with the noise problem that your dog’s constant barking creates throughout our otherwise peaceful neighborhood.

I agree with you. It is cruel. I don't care if the dog is only crated outside for half half an hour. I don't understand why people get dogs and then crate them outside or chain them up all day. It's not fair to the dog. A dog is not a lawn ornament.
OK, that being said, I had a similar problem with a neighbor who kept her dog chained outside 24/7 and the poor dog would bark all night. Now, I can usually sleep through anything, but I couldn't sleep with that poor dog barking all night , and I heard it with the windows closed. It also bothered the other neighbors as well.
After half the neighbors calling animal control, and animal doing nothing, one of the neighbors went around with a petition signed by all the neighbors, and animal control finally did something . Unfortunately, what they did was take the dog, but on a good note, the dog did go to a no kill shelter.
If I were you, I would keep calling animal control, the police, or whomever you have to call to take care of the problem. I'm sure it's bothering your other neighbors as well. Good luck.

How long is she crating the animal for at a time? Is there a reason she crates him? Does she not have a fenced yard?? I would call your local ASPCA and drop an anonymous tip for them to look into the treatment of this dog. I'm sure you guys have more neighbors so she can't just point the finger at you, I'm sure it's annoying to other neighbors as well! Good luck, it sounds like maybe she doesn't need to own the dog if that's how she's going to treat it!!!

Try talking to them again and explain how annoying it is. If they will do nothing then you should know that there are nuisance ordinances in most cities so you should call the police to complain but you should get other neighbors to call and complain as well it is taken more seriously when there are lots of complaints. As for them hurting your dogs I guess you will just have to keep your eyes open.

A dog should be trained on how to eat, walk with you, not to bark, potty training and sleep on its place etc. You can teach anything to your puppy, dogs get trained easily with some good instructions. If you want some good training tips visit https://tr.im/8mL4l
If properly trained, they should also understand whistle and gesture equivalents for all the relevant commands, e.g. short whistle or finger raised sit, long whistle or flat hand lay down, and so on.
It's important that they also get gestures and whistles as voice may not be sufficient over long distances and under certain circumstances.

I think you should go talk to your neighbor. If that doesn't work, report him to the "Animal Police" or whatever does that kind of thing. Those kind of people should be taken care of, if you know what I mean. But, be careful! Some people take things personally. Don't worry though. It is very wrong to hurt animals. They should be taken care of and fed.

Tell her again. Let her know that it is a massive bother, and that if she doesn't do something about it, you will.
Contact the authorities if you want to get them involved. Not just police, but maybe an agency that deals with animal cruelty.
I had a dog that *supposedly* barked constantly, it was another dog, but mine was accused. So instead of dealing with one neighbor who threatened the police, we got him debarked. He lived out the rest of his live happily, but much quieter.

Call the cops! I had to do that years ago when we had neighbors who had a dog that barked constantly!! Drove me CRAZY!!! Especially because I had a new baby that couldn't sleep because of it!!
You DON'T have to put up with it, believe me!!

call the local animal shelter or the aspca and report this. they will come out and handle it. sounds like these people shouldnt have a dog in the first place.you are right..it is very cruel to the animal
