Wow, your mom sounds like she already has a lot on her hands! Are you sure she has time for a dog? Also remember that the initial cost is minor compared to lifetime expenses of keeping a dog ... besides regular "maintenance" things like food, grooming, and routine vet visits, there are unexpected expenses that come up too.
If she's really up for it, check the pomeranian rescue sites.

While I think that it's wonderful and sweet that you want to get your mom a dog, I have to honestly say that I don't think it's a good idea. If your mom is working 3 jobs and providing care for your handicapped sister, when will she have time to spend with the dog? If she can't afford the dog, what will she do when it has a $1000 vet bill? Will she be able to take time away to care for it if it gets sick? When my toy breed broke her leg, it was 2 weeks straight of nothing but care for her. I didn't leave the house for anything other than follow up vet appointments, and couldn't leave for longer than an hour or two because of medicine administration and having to watch her to ensure she was safe. Can your mom afford that? Pomeranians are prone to very specific and very expensive problems. I'd hate to see the dog end up in a shelter if your mom couldn't afford vet care.

Instead, perhaps you can spend more time with your mom to increase her happiness level? Or find her some sort of hobby to give her some time away?

Dogs that are given away for free usually have a reason for being given away (temper, house soiling issues, poor health) so your mom may not be better off getting a free dog. Also, look at your reasons,... she is working 3 jobs with poor health herself, while looking after a child with special concerns. There is a physical, emotional and financial drain on your mom if you just drop a dog into her life. This may be a bad choice for your mom and the dog both. Most rescue societies have dogs to give away for no/low cost, but they want the dog to go to a home that can afford to take care (good quality food, vaccinations, medications) and have the time to treat them well. Does your mom have these resources? She sounds pretty stretched already, and a new dog might be more of a disturbance than a help. Just take those points into mind before you get her one.

Your poor mom. Sounds like the last thing she needs is another responsibility!
And anyone who works 3 jobs has no time for a dog. That is very unfair to the little critter. How would your mom afford a costly vet bill in case of a doggy accident or sickness?
Maybe instead of buying her a dog, you can buy her something useful like a housekeeper for the day or a trip the a day spa.

first off i would suggest that you google pomeranian resues,,, then if no luck then i would look at www.craigslist.org some people post thier dogs on there and they dont charge much its mainly just an adoption fee,,, also i would look at www.petfinders.com and put your zip code in and look there and see if their is any pomeranians their that are in shelters,,, i hope this has helped and good luck on finding your new little pom they are so cute and your mom really deserves something nice like a dog after what she has went through... Your mother has enough on her hands without dealing with a dog, especially a puppy (a puppy is like having a toddler running around).
And if you/she can't afford to buy a dog, how are you/she going to afford to look after it?

Check with the American Kennel Club rescue groups. They have breed specific rescue groups for every breed imaginable. You can adopt one of them for a nominal fee.
