I would recommend that you wash your face with LOTS of soap and hot water every night (ever morning too, if you can help it). Wash your face by using the actual soap bar and rubbing it on your forehead. Then leave the soap sitting there for about five minutes, and then wash it off very vigorously with hot water. Then use a towel and dry it off very good.

Moisturizers actually make skin more soft, but at the same time more oily (even if it's a moisturizer intended for oily skin).

Yes, I know what you should do.
You mentioned that if you don't use moisturizer it gets worse, but when you do your nose is OK but forehead is still oily. It means that you skin is not getting enough moisture that why it produces its own oil to compensate the shortage. You need to change your moisturizer and use moisturizer not for oily skin but for combination skin type. It will help balance your skin.

DONT use soap. Thats just stupid. Even if your face is oily never use soap. Use Neutrogena Deep Facial Cleanser. It is for Normal-Oily Skin types and wont over dry your skin. It should take care of the oilyness on your forehead. But dont use soap that is a stupid idea. And if your forehead produces so much oil i dont think that you should put the moisturiser on you forehead.

Don't use HOT water. Try warm water and a mild soap. Once a week I moisturize and it seems to work. Keep your hands off your face because that adds up on your oil build-up. Also, blot dry your face and don't rub.

you should use a moisturizer made for oily skin. you should also tilt you r head back in the shower instead of letting the natural oils and conditioner from your hair run down your face. hope this helps:)
