Question is are you a mom or a friend? Cuz if you're a mom, get ideas from the 17 yr old's friends. They may know better than you what he/she likes. If you're a friend, just think of what he/she's into. Chances are if you know what they like, you can create a helluva bash! I would give you my own advice on it, but I am a huge hermit. On my 17th party, I wished it had never happened cuz at that time alls I wanted was to be left alone. I did pretend to have fun though...even though I didn't have any friends for my mom to invite. ^--^

Let the 17 year old plan the party. As long as you agree with the plans then open the wallet and pay. Make sure you step back and let them have fun at the party.

Let them invite all their friends over, get a cake and some ice cream, plenty of chips and soda, and other snacks. (Make sure there's things vegetarians can eat. That seemed to be a big issue at my valentine's day party.) Then get some movies your kid enjoys, set up a movie night and let them have fun on their own. Also, unless it's a surprise party, ask your kid if there's anything special they'd like to do.

One-simple movie night
Two-a big scavenger hunt. One of my friends for her birthday, everyone was given a list of clues of places to go and you had to collect the stuff as well as take picture( disposable sticker camera was provided) to prove they were there.
Third-Depending on what he/she likes, maybe a night at the bowling alley or arcade.

An event with a pile of them to paintballing or lazer tag. Parent supervised, usually these places do a pizza or do one at home.
