Try not blow-drying your hair after a shower. Blow-Drying will make it straighter, and if you let it dry naturally, then it will have a wave to it.
You could also use a good Mousse, and Sally's has a great selection. I know that store is in California, Arizona, Washington, and Colorado, but I'm not sure about elsewhere. If you go to sallys.com, you could see if there is a store near you.

Try curl booster, they sell it at Walgreen's, cvs and other stores like those.
