James K. Polk would be my first choice if just because he added more land to the USA than any president before or since. He also had what was the bloodiest forigion war by percentage of total Americans involved than any other. The Mexican War was by percent of total numbers engaged. Mostly from disease. My second choice would be Lincoln. The worst war in our history still by total deaths, but both sides Americans. Third would be FDR who led us through one of the worst economic times in our history and most of WWII. Washington was a general during his war and so was Eisenhower.

I'd have to say Washington. He lead a rag tag collection of rebel farmers and every day Joe's, and turned them into an army that through sheer guts, cunning, and a little bit of help from the French managed to defeat one of the most powerful armies on earth and managed to forge a nation. No other President comes close.

Truman in WW2 but not Korea.

Unfortunately Lincoln and Washington (both whom I admire immensely) would be considered major war criminals by today's standards. Funny how people want to label Bush a war criminal without knowing history.
