when my bf & i are making out, he always wants to go straight for my boobs. i don't mind, but his focus are more or less primarily on just them...with limited kissing elsewhere (like my mouth and neck.)
Anyone have any ideas on why this happens or how to get him to focus other places as well?

Tell him. Plain and simple. Tell him, oo, kiss my neck, or slow down. Guys need to be told what you want, or he will have no idea.

Well I guess he likes your boobs but you need to be honest with him and tell him what you wont and that going to your boobs so fast is not good for you and tell him what you really wont from him he may think that you enjoy what he is doing and not understand what he is doing is not OK so maybe he will do what makes you happy if you just talk to him about it

yes sure....well one he is a guy....two you can make him focus on other places by not letting him go directly to your boobs....i mean resist him a bit....
