I'm gonna go with 18, but usually if you have a parent or guardian present [with ID and birth certificate, and a photo ID for yourself] you can usually get one when youre 16. I'm from PA and I got mine when I was 16, my mom just had to come with me. I doubt the laws really differ wayyyy too much. But if youre still unsure just call a tattoo parlor and they'll be glad to tell you the laws and age restrictions.
