Are you talking about Breakdancer? Yeah, he's a stalker for sure.

Technically, to be a stalker, two things have to be true
1) The guy follows you around and you do not want him there
2) You let the guy know DIRECTLY he is not wanted

About #2, if you don't do it the guy can not be legally considered a stalker or taken action against. So you have to say "no" to him in some DIRECT form IE "stay away from me" or, if he pretends he does not hear that "there is no possibility for the future get that through your head". However if you, for example, cuss him before you say no directly, you are harrassing him and, in many ways, become equally guilty, so avoid that.

If you say something like "I really don't feel like seeing you" or "I really don't feel comfortable" or even "uh...probably no" that's NOT direct.

However, there's no excuse for being a "passive wimp" or a "nice girl" about it, you need to let the guy know directly.

Its a thin line between a stalker and a flirt.
If you are mean and made it clear that you are not interested and he stills trys to persue you, and if he ends up in places you are at. Thats a stalker

A stalker is a person that calls you very much and stalks you lk. goes to your house without telling you. Becareful he could hurt you if he is.

going with jeepguy on this one, also calling way too much, more than 6 times a day, following you around without you knowing it.

someone who follows you around, is in your back yard at night looking in your windows, someone who wont stop harassing you, when you've repeatedly told them to stop.. when they also call you about 20 times a day to breathe in the phone... sick men :) :) :)

THEY ARE A STALKER IF THEY KEEP CALLING OR COMMING BY YOUR HOUSE AFTER YOU ASK THEM TO STOP. ANY TYPE OF UNWANTED ATTENTION EXPRESSED BY YOU VERBEL OR PHYSICAL THAT IS IGNORED.
