I am looking for a vendor that sells a glass (or glass coating) that can be switched between being reflective and transmissive. I am not looking for just privacy glass, it needs to be reflective in one state. Any suggestions?

There are a variety of devices that are highly specialized for tasks similar to what you are asking for. Two categories of devices are mechanical systems that have movable mirrors, and electro-optical systems which use special materials that vary their optical properties in response to electrical stimulus.

The correct device selection depends on a lot more information than you provided. What are the wavelengths and bandwidth required? Is the polarization of the light important? What is the size of the device needed? Are you looking for optical quality reflection? How big an angle of reflection is required? What level of transmission/reflectivity is desired?

Depending on your answers, try searching google for "solid state optical switch" or "electro-optics". Birefringent materials combined with regular mirrors may be of help.

Laboratory optics suppliers such as Edmund optics and University resources such as the Penn State Electro-Optics center may be of assistance. Trade magazines like Electrooptics magazine will have other sources for vendors. See the links for more info.

I don't believe this is possible
the privacy glass it really an LCD that when energized the crystals Align creating the privacy.

I don't think this can do this creating a mirror as the back needs to be reflective
