Nothing cheap. Amtrak will take you from Hartford to Penn Station in NYC but it's between $34 and $61 (one way) in coach. It takes about 2hrs 45min.
All the bus lines out of Hartford to Port Authority in NYC are $48 round trip, $25 one way. Depending on what day and time, it will take anywhere between 2½ to 4hrs.
If you drive to New Haven, park your car in the parking garage, you can take Metro North right into Grand Central Station. During Peak hours, it's $18.50 one way ($5.50 more if you buy the ticket on the train) Off-Peak hours it's $14 ($5 more of you buy it on the train) Just double the price for round trip tickets. It takes about 1hr 45min.

MetroNorth does not go as far Hartford. If you can get to Waterbury or New Haven then you can take MetroNorth and it would cost you around 20-25usd round trip.
Amtrak is your only option for trains. Im not sure what a ticket costs.. my guess would be around 100usd round trip. But it is very comfortable and fast...

Lol! Nothing is cheap in CT. Google the Metro North website, you should be able to get prices and timetables there.

Sadly, no. Amtrak is expensive and unreliable, even on this heavily travelled route.
If you can get to New Haven, you can get Metro-North commuter trains (www.mta.info/mnr) to NYC hourly or more often. It is $14 each way, off-peak.
Your best bet is a Peter Pan or Greyhound bus.
