No. All universities are institutions of higher education that offer degrees in many subject areas. A state university gets funding from the state it is in; residents of that state get big breaks in the amount of tuition they must pay. Even out-of-state residents will pay less to go there than they would to a private university. A university is generally a place of higher learning that might have undergraduate colleges as well as graduate programs. A wider variety of disciplines might be included. So state universities are universities, but there are also plenty of private, non-state universities out there that are universities as well. For example I went to Vanderbilt. It is a university that is composed of several schools/colleges - the school of music, the school of arts and science, the engineering school, medical school, and other groups. So it qualifies as a university. It has nothing to do with whether it is state or private.
