That's the air traffic controller's job. They assign a specific flight path including location, altitude, etc to each flight and each pilot must stay in his/her assigned flight path. The air traffic controller tells each pilot which runway to use, what approach to take, how high to be, everything about where the plane needs to be at all times. And all the air traffic controllers are aware of what assignments the other controllers are giving out so that no two controllers put planes in the same place.
