yes, but it depends on where you want it and what you want. the tattoo has to be deeply personal to you for one thing. the artist would prefer to create an original design, not copy-and-paste it from another artist. bring in some sketches and other tattoo designs to communicate with your tattoo artist what design you're considering, and bring your ID to assure the artist that you're old enough to get the design without your parents' permission (people under 18 require parents' permission, but nobody under 16 is allowed to be tattooed regardless).

Depends on the artist. Some artists will refuse if they think you are too young or they may have limitations on the body parts they will tatoo or on the size, number of colors etc that they will do. Check with the parlor you are going to and discuss everything before hand.

Some of them have artists who can draw whatever you want and transform an outline onto your skin and then color it in. Other tattoo parlors just have a lot of patterns to choose from.

Any good tattoo artist can put any tattoo you want on your skin.
You can draw a picture and bring it in they can fix it up for you and tattoo it on.
I went into a tattoo shop not knowing I was getting a tattoo that day told him what I was thinking of getting he drew it up in 15 mins. I loved it. Now its on my lower back.
My husband drew his on paper brought it in they fixed it up changed a few things and the tattoo artist did it free hand on his back. It looks fantastic.

They can and will put anything on you, but not anywhere or you. They are not to tattoo below the ankle and wrist bones or on the head, although you will find that some will break the rules for the sake of their art.

Yes they can. If they are as good as they say they are, they will be able to draw your pic right there on the spot and start your tattoo. (At least ours does) (hes that good) Just pick out your pic or take it with you and there ya go.
