I had a 2nd birthday party for my son and I was SO worried about entertaining the little ones. Turns out, they don't really stay organized for many games. Seriously, keep it really short and simple. They go bonkers for birthday hats, singing Happy Birthday and blowing out candles.
I had play-doh set up for everyone when they arrived and it was an amazing hit. We had one little game (pin the tail on the donkey) and a very small pinata (also a big seller). Give little gifts bags with a couple stickers and some bubbles, and you're done. Anything more would have been too much.
Every time I go to his daycare, at least one little friend says he wants to come back to the birthday party, so I know it was a hit!

pin the tail on the donkey is fun (if they don't mind being blindfolded). I had a friend that bought brown or white lunch bags and set out washable markers and washable crayons and had the kids "decorate" their own goodie bags. The kids loved it! This site has great ideas as well for anything from games, to invitations to food ideas. I have used it a lot! Check it out!

Well keep open for events changing with these little ones.
Here's suggestions:
Blowing bubbles,
puzzles,
riding bikes or cars
throwing balls,
fingure painting,
hit the ballons up,
dance to the music, stop when it is quiet
They are not ready for competitive games.

pop the balloon , have them sit on the balloon whoever pops theirs first wins, also play the duck game put little ducks in a pool and they fish them out. Put numbers on the bottom and for each number they pick they get the prize with that number.

We had a pin the tail on the donkey, a water balloon fight and a pinata. The Pinata one out. (Just make sure everyone's away from the little slugger)
