3 oz is a bit less than 1/3 cup.
you can use 1/3.

There are 8 ounces in a cup, so 1/4 cup is 2 ounces.

To answer your Question, I went to kitchen and weighed on my kitchen scale 3 ounces Powder Sugar ,
18 leveled TABLE SPOONS are = 3 Ounces.
I leveled Spoon with knife and then measured.
