Unfortunately, no. While Windows Movie Maker is pre-installed on XP machines, it is no where near the quality and ease-of-use that iMovie has. Unless you have a MacBook Pr and are running XP via BootCamp, you are out of luck!
Make the switch to Mac and you won't have this problem.

Windows Movie Maker (WMM) is basically Microsoft's version of Apple's iMovie; I've seen and used them both and their features (and limitations) are fairly identical to each other. Either one is fine for editing little home movies and stuff, but neither is going to deliver professional, high-end, Matrix-like special effects.
Windows XP shipped with WMM pre-installed. It should be under Start Menu>All Programs>Windows Movie Maker or you can find a copy of it to download here: http://www.download.com/Windows-Movie-Maker/3000-2194_4-10187903.html
