i would say at least 24 hours. test the tape on an inconspicuous spot to see if it pulls any paint off. i know you are anxiuos, but the last thing you want to do is to take your time, do a beautiful job, only to have it ruined because you did not wait long enough. also, make sure the tape seals really well, you dont want any of the contrasting color leaking underneath. you might think about sponging on the contrasting color, to create the stripes, not making a solid color stripe but a textured look.

I would at least wait 24 hours if the air is dry and warm. In cooler, more humid areas, allow the paint to cure longer. Make sure that you remove the tape about an hour after you paint. If you wait too long the paint will cure on the edge of the tape and there is a chance that it will pull off some of the paint above the tape when you remove it.

mitch gave a good answer. expect to pay between 5 and 8 dollars for good low tack quick release tape( well worth it)
you could also try easy mask which combines about a quarter inch of adhesion along with extra masking paper. dont leave this product on very long after painting the stripes though or the actual paper may stick to the paint. also...if applied too soon...sometimes it dosent want to stick very well.
persoanlly. i prefer to draw the lines on with a level and a colored pencil( LIGHTLY in same color as wall) and hand cut in the stripes and roll insides with a little roller. with many tapes you will have bleeding ( esp. if there is any texture on the wall) which makes for an awful lot of aggravating touch up.

Make sure the paint is totally dry, so the tape doesn't peel the paint off. Painter's tape is specifically designed to not take the paint off, so if it's dry, you cant paint your stripes.

I would say go for it. As long as it's a good painter's tape and the paint is dry, then you should be fine.

Test a small area with the tape. If it does not damage the new paint than go for it.

If freshly painted, I would reccomend that you use quick release blue painters tape. It has a low tack that should not disturb your existing paint job.
