See if you can get hold of the electoral register. There are two versions: the edited version that is sold to telemarketers, which is the one you are likely to get to see if you speak to Luton Borough Council. The non edited version will be available at the Luton central library and available for everyone to view but cannot be taken out of the library. If your friend is registered to vote, he will at least be in the non edited version. He will be in the edited version if he has elected to remain in.
