All plants and animals on this earth are here for a reason. Just because we can't understand it, doesn't mean that a reason doesn't exist.
Fleas are parasites, but not all carry deadly diseases. Thus, not all do harm to the host. So, whether there is disease or just a weaking of the system, fleas can bring out the genetic best in the host by causing the host to either fight or give in to the infestation. If the host fights, it is genetically strengthened. If it give in, it dies giving way to allowing the strong to survive. Thus, fleas are an important part of genetic evolution. Also, fleas are considered by many animals a tasty treat! Yummmm!

Fleas drain off surplus blood from large mammals and provide transportation, food and lodging for smaller creatures that infest them. Without'em there'd be no more flea circuses.

... “Great fleas have little fleas upon their backs to bite 'em, And little fleas have lesser fleas, and so ad infinitum”, from Augustus de Morgan, parodying Jonathan Swift’s early 18th century quip: “So, naturalists observe, a flea Has smaller fleas that on him prey, And these have smaller still to bite 'em, And so proceed ad infinitum”

My take on that is: By having to scratch constantly the skin on an animal stays loose, giving it more agility and speed to capture prey.Or in the case of herbivores , speed to escape predators. The same could be said for flies that constantly pester a horse . The horse has to vibrate it's skin to dislodge them.
