Well all storage tanks were calibrated when they were built by the company who built the tanks and these measuring should be on file somewhere either by the company who own the tanks or who built the tanks, if all else fails get a hold of a good mathematician[college].

To calculate the amount of tons of contents in a storage tank first you have to know its complete geometrical dimensions, then you pick up an engineering formula book dealing with Volumetric measurements. Calculations for all simple and common forms are given. Any combination of forms you have to improvise. If you know the density of the liquid then Mass = volume X density (make sure that the unit s are consistent with what you want as end result ).
